A proposed free trade agreement between Canada and India is being hailed as a potential “game changer” by Mark Carney, who recently engaged in discussions with India’s commerce minister, Piyush Goyal, in Ottawa. The focus of their talks was the Comprehensive Economic Partnership Agreement (CEPA), with both parties expressing optimism about finalizing the deal by the end of this year. Carney emphasized that the agreement could unlock significant opportunities for Canadian workers and businesses, particularly in sectors such as energy, agriculture, technology, and education.
During the talks, Piyush Goyal conveyed greetings from Indian Prime Minister Narendra Modi and highlighted the emphasis on strengthening long-term bilateral cooperation and expediting trade negotiations. Canada’s international trade minister, Maninder Sidhu, also took part in the discussions, with both nations confirming that two negotiation rounds have already been completed. Canada is set to host the upcoming round of talks.
A substantial business delegation from India, comprising over 100 representatives, accompanied Goyal on his visit to Canada. This delegation is participating in trade and investment discussions scheduled to take place in Toronto. Additionally, Goyal met with Canadian foreign minister Anita Anand and agriculture minister Heath MacDonald to explore further cooperation across various sectors.
The renewed momentum in discussions signifies a notable improvement in India-Canada relations, which had seen tensions rise in 2023 following allegations concerning the killing of Khalistan figure Hardeep Singh Nijjar in Canada—accusations that India denied. Relations began to improve after Mark Carney assumed office in 2025, leading to a revitalized diplomatic engagement and the relaunch of CEPA negotiations.
